Is "recover" can be a synonym of find?

For example:

7 stolen cars had been recovered = 7 stolen cars had been found?

Top answer

No. "Found" only means that their locations have been determined. "Recovered" means that they are in the possession of the people who were looking for them or have been returned to their owners.
