Is planning department capitalized?

Sentence:

I've done some work related to bicycle planning, and in general, let me know if there is something the planning department can help with.

Well, technically it is not the official name of the department. The official name would be longer but I am referring to it. With that said, would it be capitalized? Thanks!

What's the official name? If it's The Ministry of Justice, then no. If it's the Citywide Planning Department, then yes.
