Is "petitions" okay?

The Client petitions to hold the meeting without his attendance as he permanently lives in USA.

The Client (lower case) petitions (usually an indirect object is here) to hold the meeting without his attendance (him) as he permanently lives (permanently is better positioned after the verb) in USA.
