Is past simple and past tense the same thing?

Pretty straightforward, does it mean the same thing as in are we talking about the same verb time?

Yes. If you say "past tense", people will take it as the "past simple tense" or the "simple past tense". Of course, the past continuous is also a past tense, but for that you have to specify "continuous" (or "progressive").
