Is past perfect always in the main clause?

Shalom!

A quick question: is past perfect always used in the main clause? Are there times when it is used in the subordinate clause? Can someone give examples to explain both?

Is that correct, the simple past and past perfect respectively? I am assuming 'turned' is followed by 'to' while 'had turned' is followed by 'to have'?

I am assuming 'turned' is followed by 'to' while 'had turned' is followed by 'to have'?-- Possibly but not necessarily. At the end of election night, he had garnered enough votes to become President.
