Is or Was

It is written by Stephen King or
It was written by Stephen King Which one is correct? and Why?

It was written is correct. We use the past tense because the writing was completed in the past. If Stephen King were writing it now, we would say Stephen King is writing it , or if Stephen King had been asked to write something in particular we could say It is being written by Stephen King .
