is or was

what should come in the blank; is or was ?

"Last summer we took a trip to Provence, a region in the southeast corner of France, which borders Italy. The name Provence refers to the fact that it .......the first province created by the ancient Romans outside the Italian peninsula. Today, Provence still contains an amazing number of well-preserved Roman ruins."

Thank you for your answer Philip. How about the 'is' ? Is there anything wrong about it grammatically. Eventually the property of Provence's being first created by ancient Romans is still true.
