is or was

Hi,
Mark Twain is best known for his book The Adventures of Huckleberry Finn and he is one of most famous writers in the world.

If I wanted to ask a question after reading this, which shoud I use? If the verb 'is' not correct, why is it?

Who is/was Mark Twain?
