Is 'or ' unwanted?

0 I came across the following sentence which makes me confused: 02br
00"Basic data on air pollution were gathered from nearby monitoring sites or if not covered by supplemental studies." 02br
00Does this sentence mean: "f the basic data on air pollution were not covered by supplemental studies, they would be gathered from nearby-monitoring sites"? 02br

How about:

If not covered by supplemental studies, basic data on air pollution were gathered from nearby monitoring sites.

(I would also treat data as singular.........basic data was gathered)

What about a missing pair of commas:

"Basic data on air pollution were gathered from nearby monitoring sites or, if not covered, by supplemental studies."

Just an idea...
