is or has been

I know people from the netherlands tend to avoid 'has/have been'. They rather write 'is/are' instead.
For example: 'Make sure that Java 6 or later is installed on your computer'
In my opinion it must be 'Make sure that Java 6 or later has been installed on your computer'

Now my question is, can 'is' be used in this sentence and if yes, what is the difference?

I know that 'is/are' can be used like this: The dishes are washed by John. Now I say that it is John his task to do the dishes.
Besides saying that it's someone his job to do something, can the words 'is/are' be used in the present perfect?
