Please tell me the difference.

1. The river/well/pond is/was dried up.

2. The river/well/pond has/had dried up.

Does the no. 1 version in a passive form or a form with an adjective? I saw in a post that said that the word 'gone' is an adjective and the reason stated seems to be that it is because it is intransitive. I have trouble distinguishing whether something is passive or a form with an adjective when something is followed by a 'be' verb.

No need to shout. Both finished and dried up are adjectives. There is no agent. It is a dried-up pond and it is your finished work.
