‘Is’ or ‘can be’? ‘To distinguish’ or ‘to be distinguished’?

What expressions should I use in the following sentence?

Ebola (is, can be) difficult (to distinguish, to be distinguished) from other diseases.

I think can be and to distinguish are the more proper expressions. What do you think?
