Is or are too many?

Hi!

Saw this headline in the local paper: "Is 614 School Districts too Many?"

Is "is" correct or should it be "are"?

Thanks!

Welcome! Both are correct. Singular verbs are usually used for things like time, money and distance, and can also be used in that headline.
