is or are

Hi,

There was extensive discussion on the issue I am going to present here and what i want to know is when you have a series of items in a sentence in the form as below and the sentence starts with one determiner for all, is it wise for me to follow what seems to be called "subject-verb accord"?

There is a pencil, pen, fork, and spoon. (a modifies all, rather than have each article for all the listed items)

Hi I would use an article before all listed items.

From what I've read, according to BrE There is a pencil, pen, fork, and spoon is correct.

However, AmE allows both There is ... and There are ...
