Is "one of the best... " correct language?

I think "This is the best restaurant in France" is correct without doubt.

How about, "This is one of the best restaurant in France"

Is it correct?

I feel that it is correct, because I once heard an English speaker say this long time ago, but I am not sure and I have doubt.

isn't "the best" referring to one single item? Can we have two "the best"?


If it isn't correct, how should I express that something ranks high in the list?
