Is not what we find in evidence

Hi

Frances believes that hope is not what we find in evidence,
it’s what we become in action.

I'm not sure what Mrs Frances means.

My understanding is that when we see the evidence for something, for example that fewer people fall ill with diabetes - it doesn't make us hopeful, it's action, doing something which makes us hopeful.
