Is not that

"I conceive it was first brought over by John Tradescant under the name of Tulip-tree,

but is not that I find taken notice of in any of our Herbals. I wish there were more of them."

Does is not that mean the tree was not brought over by John Tradescant?

And ‘I find taken notice of’ is tough to understand. The structure is so unfamiliar to me I wonder

If it is gramatically correct.
