Is not reached / has not reached

my frnd send me a package , i didn't get it in the time frame , i told him that i didn't get it yet and in reply he said that "iam surprised that the parcel is not reached yet " ...i was wondering if it's correct grammatically or not or if it should be "iam surprised that the parcel has not reached yet " .....this guy lives in US.....i'll appreciate ur answers
