Is not a conjunction?

Since nor is a conjunction, I wonder if we can use not as an conjunction.

He likes me, not you.

I came across this sentence.

His family’s financial dealings lost their immunity only because Mr. Zhou fell from favor, not because elite business dealings were being criminalized.

And or but is again omitted, right? Is there a clear about this, or is it just a matter of preferen.
