Is "none are" accepted?

Would the following sentence from Time magazine be correct English? None of the children are to be accepted into the school. Should it not read None of the children is to be accepted into the school. Is ?none are? accepted?

Sorry if this has been asked before, but I'm an infrequent visitor to this group.
