Is it correct, and what such sentence construction is called? Is there any chance to remove the "Now, that" part and to start with "the"?

It seems like an incomplete sentence to me. Something like this:
Now that you say so, Jack, I see you're right.
BUT we must wait for a native speaker's take on this.
