Is my usage of "and that too" correct in this context?

Google street view is incomplete at best for most countries. There are only 2-4 streets I can view for my city and that too from years ago.

If not, then please advice me on what to replace it with.

I am a bit confused. Why did we say "these" as in "... and even these are from years ago." Aren't we supposed to use those if the things we are not talking about are not near us?

In this case both "these" and "those" work. The justification for "these" may be that the streets are figuratively (if not physically) "near us" because we have just mentioned them.
