Hi,

Here's my attempt but it sounds odd to me.

I happened to not going to watch TV, so I could go out tonight.

Is that sentence OK?

That sentence is pretty awkward. You could say "I didn't watch TV so I could go out tonight."

I am/was not planning to watch TV tonight, so I could go out.

You've got those backwards. You should also remove going. It would be better and more natural as, I happened not to watch TV, so I could go out tonight.
