It would be more natural to say if they do not drive carefully. Also, you need an article before cemetery.

The only problem with that is that There are only two places for teen drivers to go if they are not careful in driving: jail and cemetery does not sound very natural. I'd be more likely to say:

... if they don't drive carefully
... if they aren't careful drivers
