Is my sentence correct?

No one have the best mom in the world

No one HAS the best mom in the world. However this sentence is grammatically correct now, I can't agree with its content. Theoretically, if we create an adequate system of rating and rate all moms in the world, we will be able to select one who is better than the others.

However this sentence is grammatically correct now, I can't agree with its content. Theoretically, if we create an adequate system of rating and rate all moms in the world, we will be able to select one who is better than the others. Ergo somebody does have the best mom in the world.

No one has.... Though, it looks odd even with has.

That is why I used the word "theoretically" and "adequate rating system".
