Is my answer right ?

Question : As soon as the arrangements were made to release extra water from the reservoirs, the rain came in a downpour.
Answer:No sooner....
My Answer : No sooner did the arrangements are make to release to release extra water from the reservoirs than the rain came in a downpour.

Am i right or wrong ? did+ are make ...sounds me very ungrammatical...
