Is (measure) a noun or a verb in this context

Hello guys. Is 'measure' in this sentence a noun or a verb.
"The green anaconda grow to...... And measure UP TO 30 cms"

And why ?
I say it's a verb. But Someone said It's illogical because the anaconda can't measure itself nor can be used as a measuring tool !

It's probably just a present simple form, but we'd need the whole sentence to be sure - I suspect that the first letter of And is not upper case in the original.
