Is made?

Could someone explain to me whether I should 'is made'? Or is it perhaps 'has been made'? Is 'overcome interpretation difficulties' okay?
It refers to the per capita description of some variables.

" The choice between ‘per 100 people’ and ‘per 10,000 people’ is made to overcome interpretation difficulties."
