Hi teachers,

The Pakistan Taliban is less an organization than a shadowy web of militants with ties to Al Qaeda and the Afghan Taliban.

Does it mean The Pakistan Taliban is more a shadowy web of militants with ties to Al Qaeda and the Afghan Taliban?

Does that mean "It is an organization but it not that integral"?
