Is 'leeway' and 'flash' the correct term?
Can you tell me in America, how they say this?
There is a 5 mph leeway for speed cameras. If the speed limit is 30mph, the camera will flash only if you are at 36mph.

I'm not a native speaker but "leeway" sounds wrong to me. I'd use "margin".
