Is learning English obsolete now

I heard someone say everyone knows English nowadays. Mastering English doesn't mean you will get a good job vacancy. It it possible to get a good job without a degree but with a near-native English proficiency? What possible job can I get, if I could write a good English or speak a good English? It would be good, if that job doesn't involve foreign language other than English because I want to actively use English while working. I don't want to lose my English proficiency.

That is a position that is empty, unfilled.

It does not mean that you will get the job if you apply for it and have all the required credentials and experience. Many companies do not fill vacancies if they are trying to cut costs.

Having near-native English proficiency is a very important thing to get a good job. It will take you one step ahead of others. However, having English proficiency is not enough for a good job. You have to prove your skills for the qualifications which the job requires.
