is 'keep in touch' informal?

Can ‘keep in touch’ be used in a formal language?

I have already used ‘maintaining relationships’ or similar expressions too many times in a report. So, I’m considering changing some instances, like one saying ‘they maintain a permanent relationship with the local community’ by something like ‘they keep constantly in touch with the local community’.

Since the approach must be formal, would such sentence sound too informal?
