Is it whoever / whomever

In this sentence should it be whoever or whomever:

The Ford Explorer at the Forest Service campground likely belonged to whoever had been in the cabin.

Do you figure it out by saying: He had been in the cabin. ? so it's whoever or what? Or it belong to him. ?
