Is it who or whom in sentence below?

I don't usually do an email but can't seem to find anyone to talk to who can make this type of decision.

"Who" is correct.

It's the subject of the clause, "Who can make."

The antecedent of "who" is "anyone."

I'll talk to whoever answers the phone.

The whole clause is object of the preposition "to."
