Is it proper to ask here on the meaning of English phrases from literature and movies?

I tried to ask questions on the meaning of expressions from literature works, movies, proverbs, names, etc. in

- UsingEnglish.com
- http://meta.english.stackexchange.com/questions/738/why-were-my-questions-on-english-meaning-usage-and-grammar-closed-and-deleted(list of closed and deleted questions)
but had been banned forever in the first and suspended in the second.
