Is it possible to convert every passive voice sentence to impersonal passive voice ?

Hi is it possible to convert such a sentence

A letter was written to me by Rita.
into impersonal passive voice when the person who did the action is specifically mentioned in the sentence ?

'Impersonal passive' is a limited form used only verbs of perception:

Everyone says that Helen is beautiful.
It is said that Helen is beautiful.

So I don't see how this relates to your example.
