Is it okay to use "the" before "children's magazine"?

I just wonder why "a" must be placed before "children's magazine." To a non-native speaker of English like me, the article "a"seems to modify "children," not "magazine." If I had to restate "'Toy' is a children's magazine," it would be "'Toy' is magazine of a children."

A goes with magazine, because children's is functioning as an adjective that describes/modifies magazine.
RommelToy' is magazine of a children.
That would be "Toy is a magazine for children."
