Is it okay to use "if not that" in this way?

- If not that he wasn't willing to buy the car, what else would he have been willing to?

I made this sentence to have it checked as to whether it's okay to use "not" to negate "that he wasn't willing to buy the car"

Is it okay to use not in the way in "if not that-clause"? and is the sentence natural and grammatical?

This construction is quite rare, and when it does occur it is much more likely to be at the end of a sentence, not at the beginning. After a lot of searching, I did find one example online.
