Is it okay to drop a comma?

Hi, I'm sorry this topic would feel boring to many of you, but I really want to know whether it's correct to drop a comma in this case

Got lots of comments inquiring about Chef Rush.

Andre Rush a retired Army Master Sergeant Chef who currently prepares nutritionally balanced meals at the White House is a master chef trained in classical plating, baking, cake decoration...

I just came across this on Twitter.

I have a question about this part "Andre Rush a retired Army Master Sergeant Chef"

I think there should a comma between "Andre Rush and a retired Army Master Sergeant Chef" as in "Andre Rush, a retired Army Master Sergeant Chef", but is it also correct to drop the comma and is there no difference in meaning whether the comma is dropped or not?
