Is it okay to analyze it this way?

'Washington and Pyeongyang have been stalled since the Hanoi summit last year.'

I am still confused with the expression the Hanoi summit last year. I think that it should be like last year's summit in Hanoi, shouldn't it?

Or is it okay to analyze it this way?

the Hanoi summit last year

Hanoi and last year modify summit respectively and 'Hanoi summit last year' is a noun phrase influenced by the definite article 'the' like 'great party yesterday' in 'the great party yesterday was...'

I hope that my question is clear enough to understand and to hear from great people there.
