Is it okay for coupled with continued inflation to modify hikes

The Bank of Korea attributed the risk to aggressive interest hikes in the U.S. coupled with continued inflation and the cut-off of Russian gas in Europe.


Is it okay for coupled with continued inflation to modify hikes like hikes that are coupled with continued inflation?

Or should there be a comma like hikes, which are coupled with continued inflation as an additional information?

And is the cut-off of Russian gas in Europe an object of the verb attributed or the preposition with?
