Is it OK with these?

Since I got this problem last time for my own login (I'm not talking about ‘TW’ login), Can you please grant the statement in bold below in all databases?

As I can’t save my changes now to this Excel file, could you please release it if you're using it?

Is it true for that any reports existing in V1.5 and V1.6, will float to QA or production each time even if they do not have records in the web portal?
