Is it ok to use "issue" and do I need adjective before the word "process"?

My school transcript hasnt been issued yet due to the Coronavirus pandemic, the process has been delayed. Because of my situation, I would like to provide the transcript at the end of the freshman year.


is freshman year appropriate in BrE? or the first year?

is it "at the end" or "by the end"?
