Is it ok to use "administered" this way?

This is part of a translation of a Chinese prose.

The human skull is hard and sturdy. Physiologists and anatomists tried with all their might to cut through it, but they failed. Then someone devises the method of planting some seeds in the skull. If administered/With the right humidity and temperature, they can, with dreadful power, sprout and split this otherwise unbreakable skull.

I am wondering if it is ok to say "If administered the right humidity and temperature" here?

No. If anything, it is the seeds that are administered to the skull at the right humidity and temperature.

That I understand; however, 'administer' is usually used of medicines, chemicals, etc.
