Is it Ok?

Hello everybody!

Can you tell me please if this sentence is grammatically correct?

However, it is stressed that not all people, or sometimes even states or business organizations tend to negotiate/are willing to negotiate.

Dear Antonia,

If the speaker wants to give his own opinion, it is «It is to be stressed that not all people» or «It should be stressed that not all people».

If the speaker wants to refer to someone else's opinion, it may be correct. «It is stressed in the article that not all people blah blah blah.»

My reservation about the punctuation concerns the use of slashes (/). I'd strongly recommend ... tend to negotiate or are willing to negotiate ...

Consider how such a sentence would be spoken.

thank you for your suggestions. Goldmund, I don't know whether the author quotes somebody else or if this is her opinion. I cannot see that from the context. But if I had to chose I would say that she quotes earlier scientific works. Thank you all for such prompt answers

Merely as a supplement to previous posts:

1. However, it is stressed that not all people, or sometimes even states or business organizations tend to negotiate.

2. However, it is stressed that not all people, or sometimes even states or business organizations are willing to negotiate.

#1 doesn't seem possible to me, unless 'negotiate' has an object.
