can you say 'Is it not heavy?' - because it is a question? (like saying 'it is heavy' as a question)

The question mark makes it a correct question. I'm guessing that the rules have changed over the years for the actual wording:

"Is it not the correct way?" - A little old fashioned

"Isn't this the correct way?" - Modern
