Is it necessary to rephrase this?

The Medical commission is attended by children of pre-school age and primary school students from 1st to 4th grade.

Hi I think that's fine. The passive verb is good; 'pre-school age' is a good noun phrase; and the commission is available for primary school children in the grades that you state I wonder slightly about the capitals at the beginning. It should probably be the Medical Commission or the medical commission.

I don't see how a commission can be attended.

Hi

I took it to be metonymic for something like 'surgery run by the Medical Commission'
