"Is it?", "Is this?", "Is that?"

When do you use "Is it?", "Is this?", "Is that?" What's the rule? Can you send me reference links on this subject?

As far as I can think, the only one in use is "Is it?"

It's snowing outside!
Is it?

It's my birthday today!
Is it?

I can't think of any context for the other two.

It reminds me of a children's book, written by Ruth Krauss and Illustrated by Crockett Johnson, called "Is This You?" Each double-page spread asks a question and illustrates various ridiculous possibilities, with the text asking, for example, "Is this where you live? Is this where? Is this? Is this?" (Showing, for instance, a cave, a beehive, a barn, a nest, etc.)
