Letter Writing

Is it incorrect - Letter Beginning

Is it technically incorrect to begin a letter by saying:

"Dear .... I am writing to ......." etc.


I was told "it is obvious you are writing a letter, so be specific, i.e.
"Dear ... I was very pleased to ....." etc.


Your advice would be appreciated,

Hi, I reckon it’s a matter of geography and common sense. My outreach is to Chinese ESL and so I’d say, “NI xu yao shi he ni de gong zuo”. Which means absolutely nothing to the rest of us!
