Question

Is this sentence in question or otherwise below? I was searching the meaning of could on Macmillion dictionary and hows no question mark in the end.How could you be so cruel.

Although it seems like a rhetorical question, I'd put a question mark.

This is similar to your other post. Grammatically it is a question. Sentences that are grammatically questions normally require question marks — and, indeed, in your sentence it would be common to include one. However, the question mark may be omitted if the question is felt to be sufficiently rhetorical, i.e. not actually requiring or expecting an answer. In this case, "How could you be so cruel" is another way of saying something like "I can't believe that you could be so cruel".
