Is it in question or not

Is this sentence in question or otherwise below? I was searching the meaning of could on Macmillion dictionary and hows no question mark in the end.

This is similar to your other post. Grammatically it is a question. Sentences that are grammatically questions normally require question marks — and, indeed, in your sentence it would be common to include one. However, the question mark may be omitted if the question is felt to be sufficiently rhetorical,
